Mindful of Decision nD 201 1/045 ot‘ii'I1 March. 2011 to organize the University 01" Bamenda;

Mindful of Order nCI 17/00056/MTNESUP/SG/DAUQI'SDEAC/SE oi‘25‘h January 2017 fixing the calendar of
competitive examinations into Cameroon States Universities for 201 7-2018 academic year;

Mindful of Circular no 004/CAB/PM of 10‘h February 2000 relating to admission into National Training
Colleges and recruitment into the Public Service;

HEREBY ORDERS AS FOLLOWS:

Article 1: A Competitive Entrance Examination into year one of the first Cycle of the Higher
Teacher Training College of The University of Bamenda in Bambili, for the 2017/2018 academic year
is hereby launched to admit students in the following Departments and in accordance with the number
of places available as shown in Table 1 below:

Article 2:

(I) The Competitive Entrance Examination shall be organised in one sitting to Cameroonians of both
sexes following the minimum admission qualifications stipulated below:

- Holders of GCE/AL, in at least two (02) subjects including the major subject ufthe

Department and of GCE/OL in at least four (04) subjects including the major subject ofthe

Department and excluding Religious Knowledge;

- Holders of the Baccalaziréar and Probaroirc or any equivalent diploma recognised by the

Ministry of Higher Education, with a pass in the major subject ofthe Department;

~ Holders of any equivalent diploma recognised by the Ministry of Higher Education.
(2} The Departments of Bilingual Letters and French Modern Letters shall be open to holders of
Baccataaréal A4 with an average of at least 12/20 in English, or GCE/AL- French with at least a “C"
grade, fulfilling the rest ofthe conditions stipulated in the present Ministerial Order.
(3) Foreign candidates may be authorized to sit for the examination under the same academic
conditions depending on the number of places available and in conformity with the regulations in force.
(4) Holders of foreign diplomas/certificates shall be eligible only ifthey submit either the equivalence
or the receipt showing that they have applied for the equivalence of their diplomas or certificates. The
order granting equivalence and the receipt are issued by the Ministry of Higher Education. The final
admission of such candidates shall be confirmed only on presentation of the text granting them
equivalence, within the deadline set by the competent authorities.
(5) Candidates who are civil servants shall be eligible only ifthey submit an authorization from their
ministry prior to writing the competitive entrance examination. a
(6) Candidates who are not civil servants must not be more than 29 years old on 15‘ January 2017. No
exception shall be granted.
(7) Table 2 below shows the subject a candidate must pass in the GCE All. or the Baccalauréarwto be
qualified to register for the Competitive Entrance Examination in a given Department:

Article 3: The candidate’s application file shall comprise the following documents which shall not be
withdrawn once the candidate has submitted them to HTTC Bambili:

I A typed certified true copy ofthe birth certificate dated not more than six (06) months;

I A photocopy ofthe candidate‘s birth certificate.

I A certified true copy of GCE Oils certificate (or results slip), or Probatm're certificate (or releve's
dc notes) dated not more than six (06) months;

I A certified true copy ofGCE A/L certificate (or results slip); or Buccalauréar certificate (or releve's
dc notes) or any equivalent diploma dated not more than six (06) months;

0 A medical certificate issued by a state medical officer testifying to the candidate’s physical and
fitness to teach;

I A certificate oinon-conviction dated not more than three (03) months;

I A receipt upon payment'of twenty thousand (20,000) FCFA as non-refundable examination
registration fees issued by NFC BANK S.A.: Account No 0301730101738719 or MTN Mobile
Money (HTTC Bambili MTN MOBILE MONEY Account). No other form of payment shall be
accepted;

I Two passport-size photographs;

I An attestation of. or a receipt showing application for equivalence For candidates with a foreign
certificate;

I An authorization to write the current competitive entrance examination from the candidate’s
ministry ifhefshc is a civil servant;

Article 4: Complete files should be submitted to the HTTC (Admissions Office) Bambili or designated
Centres in each ofthe ten (10) Regional capitals latest Friday, 29 September 2017.

Article 5:
(l) The examination shall comprise one written paper and a study ofthe candidate’s academic profile:
(2) The written paper of four (04) hours shall consist offour (04) sections:
a) Section I comprising 40 MCQs on the major discipline ofthe department (40%);
b) Section 2 comprising 20 MCQs on the minor discipline(s) ofthe department (20%)
c) Section 3 comprising 10 MCQs on General Knowledge and Bilingualism (10%}
d) Section 4 comprising two (02) structured essay questions on departmental disciplines (20%).
(3) The study of the candidate’s academic profile shall account for 10% of the total assessment and
shall take into consideration:
a) The candidate's age;
1)) The number of years spent in Secondary School;
c) The grade obtained in the GCE OIL and A/L or Probator're and Baccalatrréat.
(4) The syllabuses oi'the written examination are the same as for the GCE A/L and Baccalaure'ot and
the papers/subjects are specified per Department as indicated in Table 3 below:

Article 6: The written examination will take place on Saturday, 07 October 2017 in the following
Examination Centres: Bafoussam, Bamhili, Bertoua, Buca, Douala, Ebolowa, Garoua. Maroua,
Ngaoundéré and Yaounde.

Article 7: Calculators and cell phones shall not be authorised in the examination halls. Defaulters
shall be immediately expelled from the examination halls.

Article 8: A Jury, specified by the competent authority, shall prepare the list of successful candidates
per Department by order of merit and submit it. in strict confidence, to the Minister of Higher
Education for publication.

Article 9: Successful candidates shall not, under any circumstance defer their registration to the
following academic year.

Article 10: The Vice-Chancellor of The University of Bamenda, the Director of University
Accreditation and Quality and the Director olthe Higher Teacher Training College Bambili. each in
his/her own sphere, shall be responsible for the implementation ofthis Order which shall be registered
and published in English and French wherever and whenever necessary.

Considering service imperatives,

Hereby orders as follows:

ARTICLE 1.– A direct competitive examination for the recruitment of 390 CADET INSPECTORS OF POLICE into the first year of the Police Training Centre shall take place on 19th August 2017.

ARTICLE 2.- Prospective candidates shall be aged 17 at least and 28 at most by 1st January 2017. They shall show prove of a pass in at least three papers in the General Certificate of Education, Ordinary Level (GCE OL), obtained in one sitting excluding RELIGIOUS KNOWLEDGE, “Le Brevet d’Etudes du Premier Cycle”, or any other equivalent certificate. kamerpower.com
